As global conflicts such as the Russian war of aggression in Ukraine carry on and as new tensions emerge, the EU’s sanctions framework – one of the world’s largest and most developed – has grown to include more than 6000 individuals and entities listed. For smaller European companies with business ties with China, the challenges related to compliance – from managing costs to internal capacity-building – have been compounded by an increasingly challenging regulatory landscape.
Most notably, in April 2026, China’s State Council released the Regulations on Countering Improper Extraterritorial Jurisdiction by Foreign States, which establish a mechanism to identify and block foreign measures deemed unlawful, as well as to impose countermeasures where appropriate.

The EU SME Centre, the European Chamber, the EU Delegation to China, and the EU Sanctions Helpdesk are pleased to invite stakeholders to EU Sanctions and Chinese Countermeasures: Navigating the New Compliance Landscape.
During this session, experts from the European Commission’s Directorate-General for Financial Services and Capital Markets (DG FISMA) will provide an overview of the EU’s sanctions framework, including the most recent updates on relevant sanctions listings. Experts from the EU Sanctions Helpdesk will also present the services of the Helpdesk and share practical advice and tips on compliance for businesses. Finally, a legal representative will discuss how to navigate compliance with the EU’s sanctions framework in China.
