In the second webinar of the “Staying in Dialogue with China” webinar series, Co-founder and Managing Director of CMG, Markus Hermann, will talk to Prof. LU Feng, Emeritus Professor of Economics at the National School of Development (NSD) at Peking University, about China’s "Market-Oriented Reforms".

China kicked off its institutional reform from a centrally planned to a more market-oriented economy in the early 1980s under Deng Xiaoping, but – unlike the “shock therapy”-type liberalization of the Soviet Union – Chinese policymakers have been careful in introducing market forces in a gradual and dual-track fashion, essentially letting the market grow out of the plan. So, after 45 years, the state still plays a prominent role in China’s economy, even given the official policy goal that the market shall play a “decisive role” in allocating resources.

What are the roles of the “visible” and “invisible” hands in the market based on CCP ideology? How are factors of production (labor, capital, land, data) liberalized today? What are policy factors preventing more rapid liberalization in general? How to balance market forces and government interventions in view of China’s innovation and security needs? What is the link of ‘market-oriented reforms’ and ‘industrial upgrading’ as two structural transitions? What are policy trends regarding capital (state, private and foreign), e.g. the ‘mixed-ownership reform’? What is the reform logic for China’s financial system? How are anti-monopoly and IP protection evolving under the 14th Five-Year-Plan?

About the webinar:

The Cyberspace Administration of China (CAC) has recently introduced the “Regulations on Promoting and Regulating Cross-Border Data Flows”, which came into effect on 22 March 2024, replacing previous regulations from 2022. These new regulations bring about significant changes, such as relaxed timelines, reduced documentation requirements, and exemptions for data transfer, especially concerning employee data.

Despite the perceived relaxation and clarity brought by the new regulations, it is crucial to emphasize that stringent compliance requirements persist. Factors like cybersecurity, data security, and the Personal Information Protection Law (PIPL) are still strictly enforced, necessitating compliance efforts like data mapping, legal documentation, and privacy policies.

Join this workshop on May 16th, in Beijing and online, where industry experts will further explain the changes brought by the new regulations and offer practical guidance on the steps businesses should take to adhere to the new regulations.

Since China ended its ‘zero-COVID’ strategy, Chinese officials have been on a charm offensive in an attempt to restore the country’s allure as an investment destination. However, more will need to be done if China is to successfully reverse the deterioration of business sentiment that has taken place over the past three years.

European companies have already begun shifting investments overseas and, faced with growing risks and a more volatile operating environment, many have adjusted their investment and operational strategies. There is now an increased focus on making operations more durable — for example, through localisation or diversification of supply chains — as opposed to capturing market share. With China’s economy facing numerous headwinds, this trend appears set to continue at least into the medium-term.

Under Deng Xiaoping, Beijing adhered to the maxim to “hide your strength and bide your time” in foreign affairs, seeking to ensure an international environment conducive to its own development with less active involvement in global politics. First in 2016 in a study session and then in 2018 in a foreign affairs working meeting, Xi laid out his new direction for China’s role in global affairs to “lead the reform of global governance” (引领全球治理体系改革). Reflective of this growing sense of global responsibility and clout, China has been (co-)driving a number of initiatives to reshape the existing US-led international order towards a world order conceived of as a “community with a shared future for mankind” (人类命运共同体), among them the BRICS, the Shanghai Cooperation Organization (SCO), the Belt and Road Initiative (BRI), the Asian Infrastructure Investment Bank (AIIB), or the latest three initiatives of the Global Development Initiative (GDI), the Global Security Initiative (GSI), and the Global Civilization Initiative (GSI). How does Beijing understand the current world order and multipolarity? What roles and options are there for China in a world where it sees a “rising East and a declining West”? How, and with whom does it intend to reshape post-1945 institutions? And what could this mean for global cooperation and economic globalization? Beyond the key global trading blocs, how does China look at ASEAN, the Middle East, India or Africa?

The Chinese Value Chain Network is a newly established partnership, that intends to use its shared strengths and abilities to create a platform which will enable Danish companies across industries to obtain greater knowledge on value chain matters on the Chinese market. It is a collaboration between the Trade Council China, Erhvervshus Hovedstaden/Bæredygtige Værdikæder, Danish Export Association, Danish-Chinese Business Forum, Danish Chamber of Commerce in China, Ethical Trade Denmark, and UN Global Compact Network Denmark.

China’s Concepts and Aspirations for a Multipolar World

Speaker: Jia Qingguo, Member, Standing Committee of the 11th National Committee of the CPPCC (2008-2013); Member, Standing Committee of the Central Committee of China Democratic League; Former Dean, School of International Studies, Peking University, Beijing, China.

Under Deng Xiaoping, Beijing adhered to the maxim to “hide your strength and bide your time” in foreign affairs, seeking to ensure an international environment conducive to its own development with less active involvement in global politics. First in 2016 in a study session and then in 2018 in a foreign affairs working meeting, Xi laid out his new direction for China’s role in global affairs to “lead the reform of global governance” (引领全球治理体系改革). Reflective of this growing sense of global responsibility and clout, China has been (co-)driving a number of initiatives to reshape the existing US-led international order towards a world order conceived of as a “community with a shared future for mankind” (人类命运共同体), among them the BRICS, the Shanghai Cooperation Organization (SCO), the Belt and Road Initiative (BRI), the Asian Infrastructure Investment Bank (AIIB), or the latest three initiatives of the Global Development Initiative (GDI), the Global Security Initiative (GSI), and the Global Civilization Initiative (GSI). How does Beijing understand the current world order and multipolarity? What roles and options are there for China in a world where it sees a “rising East and a declining West”? How, and with whom does it intend to reshape post-1945 institutions? And what could this mean for global cooperation and economic globalization? Beyond the key global trading blocs, how does China look at ASEAN, the Middle East, India or Africa?
